Coast Guard Authorization Act of 2008

Last week the House of Representatives approved the U.S. Coast Guard Authorization Act of 2008 with a narrow provision to provide targeted relief to the recreational marine servicing and repair industry, as well as to the entire recreational boating community.

Last summer, Florida’s U.S. House Representative Ron Klein and Representative Debbie Wasserman Schultz introduced the bill and last week they delivered on their commitment to help the recreational marine industry by getting it passed. The passage of this bill solidifies their stance as strong supporters and champions of one of the largest business sectors in their districts, which represents over 162,000 jobs and  $13.6 billion dollars to the Florida economy.



Upon passage of the Bill, Congressman Klein made the statement, “This legislation will have a real impact on small businesses and their employees in South Florida…The marine industry is a critical economic engine in our area, yet they are being hit hard in these difficult economic times. I am proud that by making a common-sense change, we can create jobs and save small businesses hundreds of thousands of dollars.”

So what exactly does this bill do?

- Results in additional jobs
- Encourages more competitive pay rates
- Provides resources to aid marine business retention
- Provides a complete exemption for the service and repair sector of the recreational boating    industry from the requirement for coverage under the Longshore and Harbor Workers' Compensation Act (LHWCA), as long as State workers' compensation coverage is in place
- Provides specific relief to manufacturers of recreational boats 165’ feet or under.

Rare Boat Revealed



North Carolina, as much of the southeast, has suffered through a severe drought over the past year. A drought so severe, in fact, that a boat was discovered at the bottom of the Tar River in Eastern North Carolina. The boat was first spotted during the 2002 drought, and this time, locals and state archaeologists rushed to study it.

Now however, recent rains have once again hidden the 150-year-old boat that had been visible from land for the first time in decades.

The rare, sunken pole boat from the 1800s appeared in October last year as the drought lowered the river levels. Historians believe it was used for transport on the Tar River before steamboats became popular.

The sinking river levels revealed one more surprise historical artifact: a 100-year-old dugout canoe, not far from the pole boat.

"You almost feel like you are in a time machine," said Stephen Herring, a history instructor at Edgecombe Community College.

Herring got his students actively involved in studying the canoe and moving it to a preservation pond on campus.

State archaeologists – primarily employed on the wreck of Blackbeard's flagship, the Queen Anne's Revenge – are studying the 80-foot pole boat and determining if it can be moved.

If the boat can be removed and preserved, locals hope it can be used as an educational exhibit on local history.
